Derived: every DMN decision table a declared `processes` graph holds, with the decision's own name.
This is an index, not the documentation. It says what exists and what each
artefact declares about itself. What a process is for, when you would be in it, and
what it is not, is authored beside it and reuses these entries rather than restating them —
see the
auto-docs skill.

A low edge count over an unclassified corpus is the same false comfort as a green check over an empty one — and this rule is FIRST so no cross-edge count can outrank it. |

Ready to seed?cat-harness/processes/kg/decisions/seed-readiness-gate.dmn | A PR marked as moving much of the tree is still open over this layer: the seed would snapshot one side of it. |
Declared in place?cat-harness/processes/kg/decisions/subgraph-declared-gate.dmn | Could not determine. NOT "not yet" — a malformed declaration is a fault, and answering it with the convention would report a guess as an answer. |
Is the sign-off recorded, and does it let the work proceed?cat-harness/processes/process/decisions/requirement-signoff-recorded.dmn | No attestation: the judgement was not written down, so nothing may follow it. |
Is this merge authorised?cat-harness/processes/sdlc/decisions/merge-authorisation.dmn | The owner's own words name this merge. For a head with no CI, the question they answered said so in words. |

Where does this PR go?cat-harness/processes/sdlc/decisions/merge-priority.dmn | (e) The owner placed it. The queue entry carries the position and the reason; a reason is required by the schema. |
Which signing route?cat-harness/processes/sdlc/decisions/signing-route.dmn | An air-gapped actor cannot call any endpoint, however well configured. |
Are the plan's exit criteria met?cat-harness/processes/sdlc/decisions/test-certification.dmn | The run has not finished, or stopped before answering. running is never a pass, and an aborted run did not answer. |
